CAPT Zaldy M. Valenzuela, USN

Captain Zaldy Valenzuela is a native of Bremerton, Washington. He attended the University of San Diego, graduated with Bachelor of Science in Electrical Engineering and was Commissioned in 1999. He earned a Master of Science in Electrical Engineering from the Naval Postgraduate School, Monterey, California in 2005. He earned a postgraduate certificate in Data Analytics and Cloud Computing from the University of Texas, McCombs School of Business in 2023.
His operational tours include Electrical Division Officer on USS Bonhomme Richard (LHD 6), Assistant Operations Officer on USS Denver (LPD 9), and Combat and Communications Systems Officer on USS Blue Ridge (LCC 19).
His Engineering Duty Officer (EDO) assignments include Ship Superintendent and Carrier Type Desk Officer at Ship Repair Facility-Japan Regional Maintenance Center; Integration Platform Manager (IPM) for DDG 1000 at PEO C4I, Assistant Program Manager (APM) for Commercial Broadband Satellite Program (CBSP) and Navy Senior Leadership Communication Aircraft (NSLCA) at PEO C4I; Engineering Duty Officer Detailer at Navy Personnel Command; Officer in Charge at SPAWAR Systems Facility, Yokosuka, Japan; Assistant Program Manager for the Naval Operational Business Logistics Enterprise (NOBLE) Family of Systems at PEO C4I; Deputy Program Manager for the Navy Maritime Maintenance System – Technical Refresh (NMMES-TR) at NAVSEA 04/PEO EIS; and Director of Fleet Introduction at PEO Aircraft Carriers.

CDR William Blackman, USN

Cmdr. William Blackman enlisted in the Navy in 1992 and attended Recruit Training Command at Orlando, Florida.
In September 1993, he reported to Great Lakes for Fire Controlman “A” school. Following graduation he reported to USS Samuel Gompers (AD 37) for duty. Following a successful Arabian Gulf deployment supporting Operation Southern Watch, he reported to Aegis Training and Readiness Center in Dahlgren, Virginia for SPY Radar “C” school.
From 1995 to 2000, he was assigned to USS Barry (DDG 52) as a radar technician and worked his way up to Work Center Supervisor. While on Barry, he completed three successful deployments supporting U.S. 6th Fleet Naval Forces Europe / NATO and U.S. 5th Fleet U.S. Naval Forces Central Command / U.S. Central Command operations. In 2000, he reported to Naval Recruiting District Kansas City where he was assigned to Naval Recruiting Station in Rogers, Arkansas. In 2004, he reported to USS The Sullivans (DDG 68) where he was CF division leading chief petty officer. While on The Sullivans while returning from a successful U.S 5th Fleet deployment, he was selected for commissioning under the limited duty officer program in 2005.
Upon commissioning in October 2005, he reported to USS Mason (DDG 87) as the system test officer. During this time he deployed to the Arabian Gulf twice and qualified as anti-air warfare officer, officer of the deck underway, tactical action officer, and surface warfare officer. From 2009 to 2011, he was assigned to USS Port Royal (CG 73) as the system test officer and completed a successful Arabian Gulf deployment.
From 2012 to 2014, he was assigned to Commander Naval Forces Europe / Commander, U.S. 6th Fleet as the integrated air and missile defense asset manager for Naval assets assigned to U.S. European Command.
From 2014 to 2016, he was assigned to Naval Supply Systems Command Global Logistics Support Ammunition Management Office Pacific as the officer in charge.
From 2016 to 2018, he was the GUN BOSS on USS America (LHA 6) in San Diego. During this time he deployed to the Arabian Gulf and various ports in the western Pacific and provided assistance to USS John S. McCain (DDG 56) after their collision.
From 2018 to 2021, he was the officer in charge of Center for Surface Combat Systems Detachment Yokosuka, Japan. During his tour, he coordinated the maritime warfare training for all ships homeported in Yokosuka and Sasebo, Japan.
Blackman is currently the Deputy Commander and Executive Officer for U.S. Naval Ship Repair Facility and Japan Regional Maintenance Center in Yokosuka, Japan.
Blackman graduated from the University of Maryland University College in 2020 with a Master’s in Business Administration. His personal decorations include the Meritorious Service Medal (three awards), Navy Commendation Medal (four awards), Navy Achievement Medal (four awards), the Good Conduct Medal (four awards) and a variety of unit and campaign awards.

ウィリアム・ブラックマン中佐は1992年に海軍に入隊し、フロリダ州オーランドの新人訓練部隊に在籍した。

CDR Brian K. Ryglowski, USN
Sasebo Detachment Officer in Charge | SRF-JRMC
Commander Brian Ryglowski was born and raised in Lake Villa, Illinois and graduated from the U.S. Merchant Marine Academy with a Bachelor of Science Degree in Marine Systems Engineering.
After commissioning in 2003, he served onboard the USS RUSSELL (DDG 59) as the Ordnance Officer, Electronic Warfare Officer, and Deck Division Officer. In 2006, he was assigned to the USS CHOSIN (CG 65) as Main Propulsion Assistant and at the end of his tour transferred to the Engineering Duty Officer (EDO) community in 2007. CDR Ryglowski attended Naval Post Graduate School in Monterey, CA from 2008 through 2009, where he earned a Master of Science Degree in Mechanical Engineering with a specialty in ship design.
Served EDO tours include the following: Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility (PHNSY&IMF) on the USS KEY WEST (SSN 722) Engineered Overhaul assignment to the Naval Reactors Representative Office, and successful completion of the EDO Dolphin program; Patrol Coastal Squadron ONE Maintenance Officer in Manama, Bahrain; Commander Submarine Force, U.S. Pacific Fleet as the Submarine Depot Budget and Scheduling Officer; PHNSY&IMF Hawaii Regional Maintenance Center Corporate Operations Division Head; and PHNSY&IMF Fleet Maintenance Activity (Submarines) Repair Officer.
CDR Ryglowski is authorized to wear the Navy Meritorious Service Medal, Navy and Marine Corps Commendation Medal, Navy and Marine Corps Achievement Medal, and various campaign and unit citations.
He is married to Kymberly Pine from the town of Pūpūkea on the island of Oahu, Hawaii. Together they have one daughter, Alionora (Allie).
Interests include functional fitness and StrongFirst kettlebell training, outdoor ocean sports, theology, astronomy, religious education, and craft brewing.

CMDCM Thomas D. Howell, USN

Command Master Chief Howell hails from Winnfield, LA and enlisted in the U.S. Navy in July 2001. After completing Boot Camp at RTC Great Lakes, he attended Personnelman “A” School in Meridian, MS. His first duty assignment was on USS Essex (LHD 2) in Sasebo, Japan where he served as the Personnel Leading Petty Officer and completed a nine-month deployment to the Northern Arabian Gulf in support of Operation Iraqi Freedom.
His subsequent tours include Navy Personnel Command in Millington, TN where he served as the ITEMPO and CSB/REDUX program manager for the Navy and was advanced to Chief Petty Officer; Strike Fighter Squadron ONE ZERO TWO, where he served as the Administrative Department LCPO and was awarded the Senior Enlisted Leadership Award; USS Fitzgerald (DDG 62), where he served as the Executive Department LCPO, stood watch as Anti-Surface Warfare Coordinator (ASUWC), and was advanced to Senior Chief Petty Officer; and Commander, Navy Region Hawaii where he served as the Regional Program Director for Navy Wounded Warrior, and as the Region Command Master Chief.
Command Master Chief Howell reported to his first Command Master Chief assignment on USS McCampbell in June of 2018, completing multiple patrols in support of regional stability in the INDOPACOM Area of Responsibility. After a successful tour at U.S. Naval Air Facility Misawa where he was the driving force behind joint and bilateral relations from August 2020-2022, he reported to U.S. Naval Ship Repair Facility, Japan Regional Maintenance Center where he currently serves as the Command Master Chief.
Master Chief Howell is an Honor Graduate of the Senior Enlisted Academy Class 192, and Command Master Chief/Chief of the Boat Class 186. He holds an Associate of Science Degree in Management from Park University.
