Production Officer

Commander Toby Lemerande is a native of San Jose, California. He enlisted in the U. S. Navy in 1991 and received a fleet appointment to the United States Naval Academy. In 1996, he graduated with a Bachelor of Science degree and received his commission.
After completing Surface Warfare Officer School, he reported aboard USS CAPE ST. GEORGE (CG 71) as Ordnance Officer. During his tour aboard the Aegis guided missile cruiser, he qualified as Surface Warfare Officer and deployed to the 5th and 6th Fleets.
Following his initial division officer tour, Commander Lemerande transferred to Commander, Maritime Preposition Ship Squadron One in 6th Fleet and served as Staff Operations Officer. In 2000, he began graduate studies at the U. S. Naval Postgraduate School in Monterey, California. In 2002, he graduated with a Master of Science degree in Applied Physics. While in Monterey, Commander Lemerande laterally transferred to the Engineering Duty Officer community. Following graduation, he completed Basic Engineering Duty Officer School and reported to U. S. Naval Ship Repair Facility – Japan Regional Maintenance Center (SRF-JRMC) in Yokosuka, Japan. While at SRF-JRMC he qualified as Dry Docking Officer and Engineering Duty Officer and served as Ship Superintendent for USS CUSHING (DD 985), USS KITTY HAWK (CV 63), and USS CHANCELLORSVILLE (CG 62).
When he detached from SRF-JRMC, Commander Lemerande attended Submarine Officer Basic Course and then reported to USS ALASKA (SSBN 731) (G) and ultimately to Puget Sound Naval Shipyard and Intermediate Maintenance Facility (PSNS & IMF) in Bremerton, Washington. While at PSNS & IMF, he earned his Submarine Warfare (Engineering Duty) qualification and served as Deputy Project Superintendent on the USS JIMMY CARTER (SSN 23) Project Team. In 2007, he transferred to Naval Sea Systems Command where he served as the on-site Combat Systems Engineer for Program Executive Office, Integrated Warfare Systems Detachment Adelaide, Australia in support of the Royal Australian Navy’s Air Warfare Destroyer shipbuilding program. In September 2010, Commander Lemerande reported aboard the Forward Deployed Naval Force submarine tender USS EMORY S LAND (AS 39) where he served as Repair Officer. In September 2011, Commander Lemerande once again reported to SRF-JRMC where he is currently serving as Production Officer.
Commander Lemerande is a member of the Department of Defense’s Acquisition Corps. His personal decorations include the Meritorious Service Medal (with one gold star), the Navy and Marine Corps Commendation Medal (with three gold stars), and the Navy and Marine Corps Achievement Medal.
