Code 106 OSHE Department

The Occupational Safety, Health, and Environment (OSHE) Department promotes SRF-JRMC employee safety and health, and environmental stewardship through comprehensive programs in occupational safety and health, gas free engineering and industrial hygiene exposure monitoring, and environmental protection. The OSHE Department is helping SRF-JRMC become the best U.S. Naval ship maintenance provider. The OSHE Department is divided into three divisions:

Code 106.1 Occupational Safety and Health Division

The Division is made up of Safety Engineers (SEs) and Safety Inspectors (SIs) responsible for conducting surveillances during ship repair, managing hazards in shops, and occupational safety and health training in compliance with OPNAVINST 5100.23, Navy Safety and Occupational Health Program Manual. The Code 106.1 award-winning team of occupational safety and health professionals is proactively identifying hazards and preventing accidents and injuries through Job Hazard Analysis and near-mishap monitoring and measurement for all operations at SRF-JRMC. The SEs and SIs mitigate health and safety hazards through an established hierarchy of controls that include: sound work practices; engineering controls; administrative controls; and personal protective equipment (PPE). Continual improvement in the SRF-JRMC occupational safety and health program is sustained through the Voluntary Protection Program (VPP). The VPP promotes management commitment to a safe and healthful work environment and employee involvement in their protection and the protection of their co-workers. This team-building cooperation is creating a comprehensive worksite-based safety and health management system at SRF-JRMC. The implementation of VPP safety committees and shop and code safety advisor self-inspections are resulting in: reduced injuries and mishaps; improved process control efficiency; and increased worker productivity.

Code 106.2 Gas Free Engineering and Industrial Hygiene Monitoring Division

The Division is made up of Certified Navy Maritime Gas Free Engineers (GFEs), Navy Competent Persons (NCPs), Industrial Hygienists (IHs), and Industrial Hygiene Technicians (IHTs) responsible for issuing Gas Free Certificates for confined and enclosed space during repair operations and providing industrial hygiene exposure monitoring for the workforce of SRF-JRMC. GFEs and NCPs provide technical and regulatory consultation to ensure that all necessary measures have been taken to eliminate the risk of: fire, explosions, exposure to toxic substances, suffocation, or asphyxiation for SRF-JRMC operations. This includes issuing Gas Free Engineering Certificates for each confined or enclosed space tested in accordance with SRF-JRMC Gas Free Engineering Manual, OPNAVINST 5100.23, Navy Safety and Occupational Health Program Manual; NAVSEA S6470-AA-SAF-010, Naval Maritime Confined Space Program; and SECNAVINST 5100.16A, Navy Gas Free Engineer Certification/Recertification Process. The Division team of IHs and IHTs executes exposure monitoring and evaluates monitoring data for establishing process controls to protect SRF-JRMC workforce safety and health during ship maintenance and repair operations.

Coded 106.3 Environmental Division

The Division is made up of Environmental Engineers (EEs), Environmental Protection Specialists (EPSs), and Environmental Technicians (ETs) responsible for managing the environmental programs of SRF-JRMC in compliance with Japan Environmental Governing Standards (JEGS) and OPNAVINST 5090.1. Environmental programs include: hazardous waste; hazardous material; solid waste; wastewater; air emissions/ozone depleting substances (ODS); drinking water; polychlorinated biphenyls; asbestos; spill prevention control and countermeasures/oil and hazardous substance (OHS) spill response; pollution prevention (P2); petroleum, oils, lubricants(POL)/above ground storage tanks(AST); pesticides; historic and cultural resources; and lead based paint (LBP). Environmental staff coordinates the proper management of hazardous waste, industrial waste, industrial wastewater, solid waste, etc. generated by SRF-JRMC Shops/Codes and Ship Repair/Continuous Maintenance operations. This includes receiving, accumulation or storage, processing, characterizing, and disposition of all types of waste. Waste characterization is executed through coordination of sampling events at the earliest point in the job to avoid costly storage fees while awaiting analysis results. EEs, EPSs, and ETs conduct walkthrough surveillances each week of all shop/code and ship repair/continuous maintenance operations that have the potential to generate industrial wastewater and/or solid waste. Continual improvement in the SRF-JRMC management of environmental programs is sustained through the Environmental Management System in conformance with ISO 14001 and OPNAVINST 5090.1. Annually, significant environmental aspects that impact the environment are mitigated through the Plan-Do- Check-Act Cycle to improve compliance and protect the environment.
